Phone photos usually shrink 60–90% with the Recommended level, especially if you also limit them to 1920 or 1280 px. Images that are already optimised may shrink only a little — then the original is kept.
With Light or Recommended the difference is very hard to see. Strong and very small KB targets can make fine detail softer.
